The short answer
An as-built survey is a measured record of a building as it actually exists, rather than as it was designed. Somebody goes to site, measures what is physically there, and produces drawings that reflect reality — walls in their true positions, openings at their true sizes, floors at their true levels.
That sounds obvious until you learn how rarely it matches the paperwork. Buildings are not built to drawings. They are built close to drawings, by different trades, over months, with substitutions and site decisions along the way. Nobody goes back to update the original file, and the gap between drawn and built quietly becomes somebody else's problem — usually the fit-out contractor's, usually at the worst possible moment.
For a fit-out project the as-built survey is the document everything else depends on. Partitions get set out from it, joinery gets manufactured to it, services get coordinated against it, and the authority submission is drawn on top of it. If it is wrong, everything downstream is wrong, and the errors surface at installation when the cost of fixing them is at its highest.
Why the drawings you were given do not match the building
There is no single culprit here, which is exactly why the problem is universal.
Construction tolerances are real and legitimate. A blockwork wall built to an acceptable standard can sit several centimetres off its drawn position, and nothing about that is defective work. Then the wall gets plastered, and the plaster thickness varies. Then a skirting goes on. Each layer is fine on its own and the accumulated difference is not.
Changes happen and do not get recorded. A door moves during construction because of a clash with a service run. A column is larger than drawn because of a structural revision. A riser was relocated. Some of it appears in a revision cloud somewhere, much of it exists only in the memory of whoever was on site that week.
And buildings settle, floors are rarely level, and walls are rarely plumb. A floor with an 18 mm fall across a room is entirely normal in a completed building and will not appear on any drawing you were given.
The result is a set of files that is broadly right about layout and unreliable about dimensions. Perfectly adequate for understanding the space. Dangerous as the basis for manufacturing anything.
Shell and core, Cat A, Cat B: where the survey fits
Commercial space in the UAE is usually handed over in stages, and the right moment to survey depends on which stage you are picking up.
- Shell and core
- The base building: structure, façade, core services, and not much else. Floors are bare, there are no ceilings, and services terminate at a riser. If you are taking a space in this condition, you are measuring structure — grid positions, column faces, slab levels, floor-to-soffit heights.
- Cat A
- The landlord's fit-out: raised floor, suspended ceiling, basic finishes, distributed MEP, sometimes a fitted lobby. The space looks finished and is not. Critically, the raised floor and ceiling now hide the structure, and the usable dimensions are no longer the structural ones.
- Cat B
- The tenant's fit-out: partitions, joinery, branding, specialist finishes. This is where most fit-out contractors operate and where measurement errors become expensive.
The practical point for a Cat B contractor: the useful survey happens after the partitions are up, not before.
A survey of the empty Cat A space tells you what you inherited. Your joinery has to fit the openings that exist once your own partitions are built and skimmed, and those are not the same dimensions. On projects that go smoothly, there are usually two surveys: one to plan and price, one to manufacture from.
When a fit-out project needs an as-built survey
Taking over a space you did not build
You inherit whatever the previous contractor left, documented or not. Before pricing anything, you need to know what is actually there. This is the starting point for any fit-out measurement.
Authority and landlord submissions
Fit-out approvals in the UAE go through Dubai Municipality, DDA, Trakhees, DMCC or DIFC depending on the zone, plus the building's own management. Drawings that do not match the space cause rejections and resubmissions, and each round costs weeks. Confirm the requirements for your specific building before you draw anything.
Before joinery goes into production
The moment anything is manufactured off site to fit an opening, guesswork stops being viable. This is the survey that saves the most money and the one most often skipped.
When something has moved mid-project
A service run relocated, a partition shifted, a structural element turned out different. Resurvey the affected area rather than assuming the rest of the drawing still holds.
Handover documentation
Many contracts require an as-built record at completion. Producing it from measurement rather than from marked-up construction drawings is the difference between a document and a guess.
End of lease and dilapidation
Establishing the condition and configuration of a space before making good protects you in the negotiation about what you owe.
What you actually receive
This is the question to ask any surveyor before appointing them, because the answers vary far more than the prices do.
A complete as-built package for a fit-out project normally contains:
- Dimensioned floor plans in DWG, with wall lengths, opening positions and sizes, and column and core positions
- Internal elevations for every wall that matters, showing heights, openings and existing services
- Sections where floor-to-ceiling or floor-to-soffit heights vary
- Reflected ceiling information where relevant: soffit heights, existing grid, structural obstructions
- Floor level readings across the space, so you can see the fall rather than guess it
- Service and fixing points: sockets, switches, sprinklers, grilles, drainage positions
- DXF files for anything going to a CNC machine — see CAD and DXF drawings
- A PDF set for the site team and for submissions
A point cloud is not a deliverable
A point cloud is raw data, not a drawing a fit-out contractor can build from. If a quote offers you a scan, ask what drawings come out of it, in what format, and to what stated accuracy.

What gets measured on a fit-out site
Structure and shell
Column positions and face dimensions, core walls, structural openings, slab-to-slab and slab-to-soffit heights, grid references where available.
The space as it will be used
Wall lengths and true angles between them, whether walls are plumb and by how much, opening sizes measured at multiple heights, floor levels at a grid of points across the area.
Services and constraints
Sprinkler heads, diffusers and grilles, existing lighting positions, socket and data outlet heights, drainage points, anything above a ceiling that constrains what you can hang.
Interfaces for joinery
Every recess, reveal and opening that something is being manufactured for — measured at three heights minimum, with floor level taken across the full width. This is the part that stops units coming back from site, and it is the heart of wardrobe and joinery measurement.
How accurate does a fit-out as-built survey need to be?
Not everything on a fit-out needs the same tolerance, and pretending otherwise wastes money.
Partition setting out works comfortably at ±5 mm. Boarding and skim absorb small deviations, and nobody will ever measure it. Flooring and ceiling quantities need less than that — a centimetre either way changes an order slightly and nothing else.
Joinery interfaces are a different conversation entirely. Anything manufactured off site to fit an opening needs the survey to be accurate inside 2 mm, and stone and glass need a millimetre because cut material cannot be added back to. On the same project, in the same room, two very different requirements.

The process, step by step

Scope and access
We establish what the drawings are for — pricing, submission, production, or all three — because the answer changes what gets measured and to what tolerance. Access arrangements matter more than people expect: a live retail unit or an occupied office usually means working out of hours.

Site measurement
The instrument is set up and levelled, and measurement runs from as few positions as the space allows. Critical openings are measured from close range. Key dimensions are checked by a second independent route before we leave.

Drawing production
Measured coordinates go into CAD directly. Walls are drawn where they are, not squared off. Out-of-plumb and floor falls are shown rather than smoothed away.

Delivery
DWG, DXF and PDF within 24 to 48 hours for a typical fit-out area. Larger or multi-floor spaces take longer and we say so upfront rather than after.

Queries afterwards
If your technical team needs a dimension that was not called out, we answer from the survey data. If it genuinely was not captured, we go back — but closing checks on site are specifically designed to make that unnecessary.
What it costs and what drives the price
Nobody publishes real numbers for this, so here is how pricing actually works.
The main driver is area and complexity, not time on site. A rectangular 100 m² office with four rooms is straightforward. The same area broken into fifteen cellular spaces with different ceiling heights takes several times longer, because every room needs its own instrument setup.
Required accuracy is the second driver. A survey for layout and pricing is faster than one that has to serve as the basis for manufacturing, because the second demands more points, more checks and more careful drawing work.
Deliverables matter more than clients expect. Floor plans alone are one price. Plans plus elevations for every wall plus sections plus a reflected ceiling layout is substantially more drawing time, and drawing time is most of the cost.
Access conditions affect it too. Out-of-hours work in a trading retail unit or a live office costs more than an empty shell, for obvious reasons.
For a single kitchen or a wardrobe recess our measurement starts around AED 500. Fit-out areas are quoted on the specifics — send a floor plan and a description of what you need the drawings for, and you will get a number rather than a range.
What goes wrong without one
Variation orders you cannot recover
Work priced from drawings that did not match the building becomes a claim. Whether you recover it depends on the contract, and on projects where the contractor chose not to survey, the answer is often no.
Joinery that comes back from site
Units manufactured to drawn dimensions arrive and do not fit. Recutting on site is a day of labour and a compromised finish. Returning to the factory is worse.
Rejected submissions
Drawings that do not reflect the space cause approval rejections. Each resubmission cycle is weeks, and on a fixed programme those weeks come out of your float.
A snag list that will not close
Misaligned partitions, tapered gaps hidden behind oversized filler strips, doors that bind. Retention stays held while it gets sorted, and the client remembers the handover rather than the work.
